What the law makes compulsory

Most insurance is a choice. These covers are not.

CoverWho must have itGuide
Motor liability (RC)Every motor vehicle on the road: cars, vans, motorbikes, mopeds
Basic health cover (AMO)Every resident, through the scheme that matches their work
Work-accident insuranceEvery employer, for all staff, including household staff
CNSS registrationEvery private-sector employer, for every employee
Site insurance and ten-year liabilityLarger building projects
Green card or frontier insuranceForeign-registered vehicles entering Morocco

Home insurance, borrower insurance, complementary health cover and travel insurance are not compulsory by law. In practice a bank, a landlord or a consulate will often ask for them.

What changed in 2026

  • 1 January. Basic retirement pensions are fully exempt from income tax, after a 50% exemption in 2025. See tax on pensions.
  • 29 January. Law 70-24 raises compensation for road-accident victims in stages and extends their time limit to claim to five years. Law 54-23 moves public-sector AMO from CNOPS to CNSS, a transfer planned for early 2027.
  • 1 July. The motor insurance certificate with a QR code becomes the only model issued. Certificates issued earlier stay valid until they expire.
  • 2 July. Sanlam Maroc absorbs Allianz Maroc and now trades as SanlamAllianz. Existing contracts continue unchanged.
  • 4 August. Motor liability premiums rise by about 5%, the first of several yearly steps linked to law 70-24.
  • Since autumn 2025. The solidarity levy that funds help for uninsured disaster victims is 1.5% of non-life premiums, up from 1%.
  • Not yet law. Bill 36.26, which would open the way to micro-insurance and to online sale, was in public consultation in mid-2026.

Tools and help

Six calculators estimate a car premium after an accident, an AMO refund, payslip deductions, a CNSS pension, the effect of under-insurance and a catastrophe payout. The claims guide gives the steps and deadlines after an accident, a fire or a refusal. The directory lists every licensed insurer and the public bodies that can help you. The quotes page links to insurers' online quotes and writes one request you can send to several agents at once.
